    Meet the Panel

    Joy Miller – Moderator

    Program Manager at the City of Austin Economic Development Department

    Joy Miller is currently Program Manager for the City of Austin’s Small Business Division, where she leads a great team of business coaches, oversees business training, and helps create special events designed to educate aspiring and existing small business owners.

    Before she began her career in Austin, she worked for a couple of large corporations and created Gifts of Joy, a boutique in her hometown of Johnson City, TN. This experience has informed and shaped her work with small businesses.

    Anis Infante – Panelist

    Diversity Outreach and Supplier Coordinator at Spawglass

    Anis Infante is a highly qualified professional driven by a clear mission: to help, guide, and support the small business community so that together, we can make a difference in the world. With a deep passion for community impact, sales process improvement, leadership development, and linguistic services, Anis brings a unique blend of expertise and heart to every endeavor.

    She currently serves as the Diversity Outreach and Supplier Coordinator at SpawGlass Contractors, Inc., where she champions inclusive partnerships and supports supplier engagement strategies. Previously, she held key roles at Hellas Construction, including SPS Team Lead and Sales Process Specialist, where she led initiatives to improve internal workflows and elevate customer satisfaction.

    Anis’s professional path has included roles in administrative support, public relations, and education — including her work as an ESL teacher at IT University — as well as founding her own freelance translation and interpretation business, Anis Traducciones. With fluency in multiple languages and a commitment to cultural understanding, she is a dedicated advocate for effective, inclusive communication.

    Recognized for her unwavering commitment to customer service and her ability to exceed expectations, Anis is passionate about building meaningful connections and driving sustainable progress — especially for underserved communities and small businesses.

    Hien Tran (HT) – Panelist

    Community and Citizenship Manager at Turner Construction Company

    As Community and Citizenship Manager, Hien Tran (“HT”) develops and manages community outreach, educational, and economic inclusion programming that supports the long-term growth and sustainability of the construction industry ecosystem.

    Before entering the civilian workforce, HT is a Veteran of the US Army as an Active-Duty Infantry Sergeant where he deployed as an Alpha Weapon Team Leader supporting of Operation Iraqi Freedom (Task Force 17). A Veteran entrepreneur himself, HT founded his own small business and successfully operated as the CEO for Anvil Builders Inc., a disabled veteran business enterprise certified in general engineering and general building.

    HT brings this unique combination of community engagement, equity and inclusion, and project management experience to Turner Construction by cultivating sustainable economic impact for minority-owned, women-owned, disadvantaged, and small businesses and to inspire the next generation of go-getters to imagine themselves in a fulfilling career in the construction industry. 

     

    Shannon Dunn – Panelist

    Diversity Outreach and Supplier Coordinator at Spawglass

    Shannon primarily serves as the HUB coordinator for the Flintco offices in Texas. She is responsible for producing all HUB Subcontracting Plans for proposal packages, issuing bid invitations, ensuring HUB/MBE engagement, as well as hosting HUB mixers and trainings for HUB Trade Partners. In addition to her HUB coordinator duties, Shannon supports the preconstruction department by reviewing Trade Partner budgets and bids. She ensures that all required project scope associated costs are covered at each estimating stage of design deliverables and offers value analysis alternatives as needed. Specifically, she oversees the preparation and updating of the various quantity surveys that becomes the basis of the baseline cost estimate and communicates with the Trade Partners for scope confirmation.

    Shannon is a NAWIC member for 4 years, LUNA Ambassador for 4 years, and a member of the Flintco Corporate and Flintco Austin D&I Committees. Shannon has been in the industry for 27 years and with Flintco for 9 years.
